The short answer: an Israeli pre-seed round usually comes together from three groups. A fund that writes first checks and can lead, such as Fresh Fund, Fusion, Remagine, Grove or Entrée's pre-seed fund. Angels, including the clubs backed by the Israel Innovation Authority. And, for R&D-heavy companies, the Innovation Authority's Pre-Seed track, which can add 60% of a qualifying round. The lists below give each organisation's stage and focus in its own words, so you can shortlist the ones that fit your company.
How this list was made: every entry was checked against the organisation's own website, or dated press where the site does not say, in October 2026. It is not a ranking, nobody paid to be listed, and stages and terms change, so confirm before you reach out. Velo Labs publishes this guide and lists itself under venture studios.

| Pitango First | Seed and early stage. AI, cyber, quantum, fintech, infrastructure and more. |
| Vertex Ventures Israel | Seed to Series B. AI, cyber, health tech and deep tech. |

Venture studios
A studio builds companies with founders, often from before the idea is fixed, and usually takes a larger share than a seed fund in return for hands-on work.
| Studio | What it does |
|---|---|
| Team8 | Venture creation plus a venture capital arm. Cybersecurity, software infrastructure, fintech and digital health. |
| Velo Labs | Our studio. We build companies with selected founders and help pre-seed and seed founders get ready to raise and run the round. |
Angel clubs and angel networks
Most Israeli angels join a round once a lead commits. The clubs below were backed by the Innovation Authority's angel clubs program, which pays each 2024 club an operating grant of NIS 900,000 a year for three years. Some accept applications from founders directly. Our guide to angel investors in Israel covers the Angels Law tax credit and the 35-investor rule.

How to use this list
- Filter by evidence. Pick the funds whose stage and focus match your company today, then check who they backed in the last 12 months.
- Find the lead first. Angels and clubs move once a lead commits, so start with the funds that write and lead first checks.
- Find the warm path. A founder the partner backed is the strongest introduction. Our investor mapping guide shows how to score fit and sequence the meetings.
- Know your numbers. Run your round through the SAFE and dilution calculator before the first meeting.
